Michael J. Laskey
President
In addition to experience working directly with local government state agencies, HUD and mortgage lenders to finance new developments and renovation of existing properties, Mike also works closely with architects, engineers and contractors throughout the renovation or new construction process. He has a detailed understanding of FHA, USRD, Fannie Mae, and conventional loan products. He is well versed in the application of federal and state Historic Tax Credits and has successfully received 9% LIHTC and renovated property with 4% LIHTC.
In addition, Mike spent 15 years working in market rate housing throughout Northeast Ohio. He has developed over one thousand single family home lots in five counties. Mike has developed condominiums for empty nesters, small homes for first time home buyers, luxury homes, and everything in between. His developments have had an emphasis on creating active and passive green spaces minimizing the impact of development.
Prior to his career in real estate, Mike was the Vice President of the Harlem Globetrotters and General Manager of Ringling Bros. and Barnum & Bailey Circus where he met his wife, Dr. Sara Laskey, who was a clown with the circus at the time. Mike and Sara have two children, Jackson and Maxwell.

Jeffrey Baddeley
Co-Founder & General Counsel
Jeff is the co-founder of Salus Development and is General Counsel for the LLC.
Jeff has over thirty years’ experience in loan negotiations and workouts, construction and tax enhanced real estate finance. Jeff has proficiency in low income housing and historic tax credits, including structuring and restructuring tax credit transactions. He has represented lenders, developers and investors in court proceedings and informal out-of-court settlements throughout the United States.
Jeff received his undergraduate degree from the University of Chicago. He received his law degree from Case Western Reserve University, where he was an editor of the law review.
For more than ten years, Jeff served as an adjunct professor of law at Case Western Reserve University School of Law. He is included among Ohio’s Super Lawyers and is recognized among the Best Lawyers in America®.
Jeff’s civic involvement includes membership on the Board of Trustees of Greater Cleveland Volunteers, the Shaker Heights Board of Housing Appeals and the Cleveland International Film Festival, and the vestry of Trinity Episcopal Cathedral of Cleveland. He is married to Dr. Laura H. Rocker.

Sarah Duggan Aisen
Senior Vice President of Operations
Sarah Duggan is the Senior Vice President of Operations for Salus Development LLC.
Sarah began her career in affordable housing development with Salus in 2019 and has spent the years since absorbing all aspects of the industry. Sarah works with development partners,underwriters, attorneys, architects, contractors, third party report providers, property management, and government agencies, federal, state, and local, from pre-development planning to financial closing, construction and project completion.Sarah graduated from the Ohio University Scripps College of Communication with a Bachelor ofScience in Communication, majoring in Public Advocacy with a minor in Political Science andPolitical Communication Studies Certificate. Following her academic career, she devoted several years to the full-time caregiving of elderly family members. This experience greatly inspires and motivates her efforts to construct or rehabilitate affordable and accessible housing opportunities for seniors.
The completion of the first phase of development at Franciscan Village (Cleveland, OH) is a source of pride for Salus, and Sarah, in particular. Her first assignment at Salus was to edit the presentation materials for the Board of Trustees of the nonprofit owner, Our Lady of AngelsApartments, Inc. Salus was awarded the project shortly after and the project has shaped hercareer. Through it she has mastered the application process for 4% Low Income Housing TaxCredits (LIHTC), assisted in completing the second in the US Rental Assistance Demonstration For the recapitalization of a Section 202 Project Rental Assistance Contract under the new HUD RAD for PRAC program guidelines (during the global COVID-19 pandemic) and for the second phase of Franciscan Village, Salus was awarded it’s first allocation of competitive 9% LIHTC in2022. The awarded project, Franciscan Annex, the new construction of 62 (58 affordable) units for seniors at the Franciscan Village campus, began leasing units in 2025.The campus previously completed the addition of an atrium and conversion of a Rectory building, acquired from the Cleveland Diocese, to a senior center for the residents of the expanded campus.

Matt Orehek
Senior Vice President of Development
Mr. Orehek currently serves as Senior Vice President of Development for Salus Development.
Matt currently serves as Senior Vice President of Development at Salus Development. In his role, Matt is responsible for all aspects of a project, from initial conception through construction and stabilization. This includes underwriting deals, submitting applications for tax credits and other competitive funding, HUD contract renewals and rent increases, as well as other responsibilities.
Prior to his role as SVP of Development at Salus, Matt served as Development Project Manager at Salus Development and the Business Development Manager at Barton Communities, a nonprofit owner, manager, and developer of affordable senior housing. Matt also served as the Pre-Development Manager for LDA architects, Inc., a Cleveland, OH based architecture firm that specialized in urban infill development, low income housing tax credit rehabilitations, and historic preservation projects utilizing state and federal historic tax credits. In this role, he was responsible for business development and marketing, as well as project pre-development work consisting of sourcing and hiring subconsultants, ushering projects through the design review process, presenting at Board of Zoning Appeals meetings, submitting projects for building permit review, and ultimately completing the entitlement process for projects.
Matt graduated from Western Washington University’s Huxley College of the Environment with a Bachelor of Arts Degree in Urban Planning & Sustainable Development with Minors in Economics and Geography. He is actively involved in several civic roles and organizations, including as a member of the City of Cleveland Far West Design Review Committee, Urban Land Institute’s Young Leader Forum, and the West Park Kamm’s Development Corporation’s Real Estate Committee. When he is not advocating for and developing affordable housing, he enjoys outdoor pursuits such as skiing and hiking, and visiting all the MLB ballparks.

Victoria Gibbons
Director of Asset Management
Victoria Gibbons joined Salus in 2021, following an extensive career as a Paralegal and Office Manager, experience that is invaluable to keeping the office running smoothly and efficiently while maintaining organizational standards across all projects. Victoria is responsible for assigning tasks within the firm, coordinating schedules, facilitating meetings and events, and providing abundant support to each member of the team, all of which she accomplishes with a positive attitude and eagerness to learn. Victoria obtained her HCCP (Housing Credit Certified Professional) in March of 2025, which was a challenging but rewarding endeavor. Victoria has devotedly raised three boys; James, Lawrence and Max, and is enamored with her 2 grandsons, Micah and Samuel.
